Skype, the European internet telephony company, will on Tuesday formally launch an alliance with Chinese portal Tom Online that is intended to give it a foothold in China's rapidly expanding online market.

The deal with Tom Online is part of a series of partnerships in important Asian markets by Skype, which distributes software that allows free telephone calls between internet-connected computers and very cheap international calls to conventional telephones.
