Tory proposal for independent NHS board stirs lively debate

The Conservatives formally unveiled their proposal for an independent board for the National Health Service yesterday - and won an immediate acknowledgement from Rosie Winterton, minister of state for health, that the idea was "worth looking at".

But despite that cautious expression of interest, health analysts warned that the notion of an independent board to commission services raised big questions, to which the Tories did not yet appear to have all the answers.
