Bosnia cannot recover from the violence unleashed by Radovan Karadzic without comprehensive constitutional reform to end its division into two territories, says Haris Silajdzic, the Bosniak (Muslim) member of the country's three-man presidency, writes Stefan Wagstyl .
Mr Silajdzic condemned the 1995 Dayton agreement, which ended the 1992-95 Bosnian civil war, as an exercise in "political pragmatism" that left in place the results of Mr Karadzic's ethnic cleansing campaign.
