Chávez gambles on the poor to strengthen grip

The labyrinth of streets, alleyways and stairs that twist through the ragged hillside slums of Petare, high above central Caracas, was once thought to be one of the heartlands of support for President Hugo Chávez of Venezuela.

But many of the inhabitants of what is often described as Latin America's largest shanty town say they are still waiting for the change the president has promised and their patience is running out.
