Berlin declaration sets off diplomatic wrangling

Europe’s leaders locked horns on Thursday night over the question of what to write on a grandiose birthday card to the European Union on its 50th anniversary later this month.

Debate on the contents of the so-called “Berlin declaration” was a proxy for wider debate about the future of Europe and – in particular – what to do with the stalled EU constitutional treaty.
