Europe’s drive to throw open the region’s services market is condemned to failure, the continent’s top business leader warned on Tuesday as he called for politicians to redouble efforts to push through economic reform.

Ernest-Antoine Seillière, the president of the pan-European business lobby Unice, said: “There is no European common market for services and there will not be one for many years.”
