Bolivian president offers to resign

Bolivia's Congress is expected to vote on Tuesday on whether to accept the resignation of President Carlos Mesa as social unrest over royalties paid by foreign investors in the gas industry threatens to paralyse South America's poorest country.

The country was plunged into political crisis on Sunday night when Mr Mesa announced the offer to resign in a taped message broadcast on Bolivian radio and television. On Monday his resignation was submitted to Congress.
