Plan for vouchers to help ease fuel poverty

A new system of vouchers for cheap electricity and gas for people on low incomes has been proposed by the government as a way to tackle fuel poverty.

The idea has been attacked by industry executives, one of whom described it as a "soup kitchen" approach.
