One easy way out is to blame it all on Woodrow Wilson. As the American president anticipated the peace to follow the war to end all wars, he thought some truths self-evident. A world of empires would give way to one of states. Delineation of these states would reflect the free choice of peoples. Democracy and collective security would put an end to conflict.
