Gordon Brown, the UK chancellor of the exchequer, and the man most likely to succeed Tony Blair as British prime minister, made a speech to his Labour party conference yesterday that was clearly intended as a manifesto for his leadership campaign.

He ranged across the entire gamut of domestic policy, from job creation to education, to health and social services.
