Shipping groups may lose cartel exemption

Shipping groups stand to lose their exemption from EU cartel rules under a proposal tabled by the European Commission on Wednesday.

Under the present regime, carriers are allowed to fix prices and regulate capacity as members of so-called liner conferences, even though such practices are normally forbidden under EU competition law. This so-called block exemption was granted in 1986 to create stable maritime freight rates and ensure that exporters could count on reliable shipping services.
