Lord Phillips, president of the new Supreme Court, is searching for ways to curb time spent on legal appeals from Commonwealth countries

As the new Supreme Court opens for business to much fanfare in two weeks time, five of its 12 justices will be busy with something else: a land dispute in the Turks & Caicos Islands, a Caribbean archipelago of fewer than 50,000 people.
