Coincidences are rare in diplomacy.

So a two-day visit by Nursultan Nazarbayev, the Kazakh president, to Belgium beginning on Monday just as the Organisation for Security and Co-operation in Europe gathers in Brussels to vote on his oil-rich country's controversial bid to chair the democracy watchdog looks like an attempt to turn a political embarrassment into an opportunity.
