Forcing through planning approval sparks row

Ministers are set to bypass their own planning legislation in their determination to secure approval for a wave of eco-towns, an investigation by the Financial Times suggests.

At least 11 of the 15 proposals shortlisted by the government have disregarded the findings of the government's own process for determining each region's housing needs.
