The United Nations should consider the immediate downsizing of its mission in Kosovo while seeking a "new strategy" on Serbia's breakaway province, states a confidential UN document obtained by the Financial Times.

The report to Kofi Annan, UN secretary-general, recommends "aiming to terminate" the mission if, as predicted, negotiations on Kosovo's future status start next year.
