Rebuilding confidence in EU will help revive constitution, says Blair

The European Union yesterday started debating how to revive the moribund constitution as relief swept the club following last weekend's deal on an €862bn ($1,020bn, £585bn) budget.

Tony Blair, the prime minister, set out a programme to rebuild confidence in the EU, which he said was a condition for resurrecting the constitutional treaty.
