EU leaders heighten support for Barroso

European Union governments decided on Monday to make a legally binding recommendation this week that José Manuel Barroso should be reappointed European Commission president, putting pressure on his opponents in the European parliament to stop obstructing his confirmation.

Leaders of the EU’s 27 countries declared themselves last month in favour of a second five-year term for Mr Barroso, but their gesture was a statement of political support rather than a formal proposal.
