The gleaming skyscrapers of Warsaw, the restored streets of historic Prague and the elegant 19th century avenues of Budapest would not look out of place in any west European capital. But a few blocks away are run-down roads, crumbling buildings and blocked drains.

On the verge of the European Union's historic eastward enlargement, this is the reality of economic life in the accession states of central and eastern Europe.
