Talf encounters legal hitch

A new legal complication hit efforts to start the Federal Reserve's $1,000bn loan facility this week amid uncertainty over whether issuers, such as auto finance groups, might be subject to restrictions on hiring foreign staff.

In the stimulus bill, companies receiving funds from the US government can be limited in hiring workers employed in the US under H1B visas.
