Cost of care plan for needy criticised

Gordon Brown’s plan to provide free home-based social care for those with the highest needs has been strongly attacked by two former members of the Royal Commission on Long Term Care.

Lord Lipsey and Lord Joffe, who in 1999 wrote a minority report rejecting the commission’s majority proposal for free personal care for all, said the move will create perverse incentives.
