Annan bid to restore UN's security policy role

Kofi Annan, UN Secretary General, on Thursday launched a bid to place the United Nations back at the centre of international security policy at an international summit on terrorism in Madrid.

In what UN officials hoped would be received as a landmark speech, Mr Annan said terrorism was "a direct attack on the core values" the United Nations stood for and could never be justified.
