President George W. Bush has vowed to push for changes in US immigration laws in his second term, setting up a complicated political battle.
He has offered only broad outlines of his proposal so far. This month he called for legislation to allow some of the estimated 8m illegal immigrants in the US to gain legal work permits, permitting them to remain in the country for up to six years. He would also allow employers who cannot find workers at wages they want to pay to advertise outside the US.
