Spending bills perturb fiscal conservatives

When President George W. Bush appeared this week before a group of conservative lobbyists and state legislators, he boasted of his early second-term accomplishments, including passage of an energy bill and a highway bill.

But there are growing signs that some conservative Republicans are uneasy with such measures, and the hefty government spending they include.
