North Korea accused the US yesterday of planning a nuclear attack under the guise of diplomacy as Hillary Clinton arrived in Seoul for talks on ways to restart talks to end Pyongyang's atomic weapons programme.
The US secretary of state has offered North Korea a peace treaty, development aid and diplomatic relations if it dismantles the programme but her visit triggered angry rhetoric from the communist North.
