Gordon Brown yesterday shifted political attention at Westminster away from the Queen's Speech and on to the pre-Budget report, holding a wide-ranging discussion with cabinet colleagues on his PBR plans.

Announcing that the PBR would take place on Wednesday December 6, the chancellor told cabinet colleagues that he wanted the event to set out Labour's economic vision for another decade in government.
