Mayor to voice ‘grave doubts’ on Tube upgrade

Boris Johnson, London’s mayor, will speak out on Tuesday about his “grave doubts” that the Tube Lines consortium will be able to deliver its upgrade to the Underground’s Jubilee line by the end of the year.

The intervention is the first time that the London authorities have questioned the ability of the group – which runs three of the city’s Underground lines – to complete the five-year programme on time.
