Shell unveils plans to boost flagging oil production

Royal Dutch/Shell, the Anglo-Dutch energy giant, has unveiled measures designed to boost its flagging oil and gas production and gain access to new resources around the world.

Jeroen van der Veer, Shell's chief executive, said the company would open a new "commercial academy" to train staff to negotiate more effectively with governments that control oil and gas resources.
