Some of the difficulties that Ambika Soni, India’s tourism and culture minister, faces were starkly illustrated last week when a series of bombs exploded in the city of Guwahati in Assam.
Only days before the attack, Ms Soni had spoken of improving transport infrastructure to boost short-haul tourism from south-east Asia. She chose Assam as an example of a region that could benefit.
