Condoleezza Rice, US secretary of state, on Wednesday sought to defuse a looming dispute with the European Union over the bloc’s plans to drop its arms embargo with China.

The US maintains that lifting the embargo could destabilise the Taiwan Strait by giving Beijing access to military high technology. It also says it would send the wrong signal on human rights.
