Homeland security: Dilemma of treating the lawless lawfully

Human rights groups have long pinned their hopes on Barack Obama to close the controversial prison camp at Guantanamo Bay and roll back some of the controversial “war on terror” programmes created by George W Bush.

Mr Obama campaigned on a pledge to close Guantanamo. But before even stepping into the Oval Office, he has signalled that criticising the site on Cuba is much easier than working out how to shut it down.
