Can Obama make the difference?

In his account of the ill-fated London economic conference in 1933, the author HG Wells described how the world looked to Franklin Roosevelt, the US president, as the “last hope for mankind”.

“There was no other personality visible who even promised to exorcise the spell that lay upon the economic life of the race,” he wrote. “It was Roosevelt’s conference or nothing.”
