Ministers consider fixed fines on benefits

Ministers are to revamp the “rights and responsibilities” culture of welfare-to-work by considering a fixed-fines system for people claiming unemployment benefit.

But the Treasury also made an important concession to the many workless people claiming incapacity benefit by making it easier and quicker for them to claim their old benefit if their foray into the labour market fails. Mike Stewart of Inclusion, the welfare-to-work think-tank, praised the change in treatment of the unemployed and the sick.
