Britain needs to reform the civil service to open it up more to people with business experience, as part of the process to regenerate the economy after the financial crisis, Sir John Rose, chief executive of the Rolls-Royce aerospace company, said on Tuesday in a speech in London.

Sir John also urged universities to do more to derive commercial value from public money spent on science and technology research, for example through closer contacts with industry and venture capital groups.
