HBOS, the UK bank considering a possible counter-bid to takeover Abbey, said on Monday it would write to the European Commission to complain about the links between Santander Central Hispano and Royal Bank of Scotland.

SCH, which has agreed an ?8.3bn ($15bn) bid to takeover Abbey, holds about 4.7 per cent of RBS, which in turn holds a small stake in the Spanish bank.
