Regulator gives 3G operators more leeway

Ofcom, the UK communications regulator, stopped short of relaxing tough rules for the roll-out of 3G mobile phone networks, but said it would only revoke operators’ licences for “serious” transgressions.

The construction of high speed third generation networks has been much slower than anticipated because of technical setbacks and the high capital cost after operators spent billions on licences at the beginning of the decade.
