Businesses will bear the brunt of reductions required in greenhouse gas output under the government's plans to tackle climate change, set out yesterday.

For the first time, the government admitted it would not meet its manifesto target of reducing emissions of carbon dioxide, the most important of the greenhouse gases, by 20 per cent by 2010.
