David Cameron came under pressure on Thursday from rightwing Conservative MPs and peers to pledge tax cuts in response to the Budget amid fears he will be upstaged by Gordon Brown.
The chancellor’s 2 pence off the headline rates of income and corporation tax – while paid for by tax rises elsewhere – have fuelled Tory unease about Mr Cameron’s refusal to offer any unfunded tax changes in the next Conservative manifesto.
