Ministers expect a "huge row" with businesses over plans to cut greenhouse gas output under the European Union's emissions trading scheme.

The Department for Environment, Food and Rural Affairs intends to push ahead with tougher limits on emissions than are required under EU-wide plans set out by the European Commission last month.
