Hoshyar Zebari, Iraq's foreign minister, said yesterday that Iraq and the US had reached preliminary agreement on a pact to govern the future use of US forces in the country. But he declined to give details about the draft, which he said would be shown to Iraqi leaders today.
"We have a text," he said after hours of meetings between Condoleezza Rice, the US secretary of state, Nouri al-Maliki, Iraq's prime minister, and others. "There is no final agreement but we are very close . . . everything has been addressed. Tomorrow is a very important day."
