Iran fails on nuclear clarity

Iran has answered key questions about its nuclear programme, but has yet to resolve the fundamental issue of whether it sought nuclear weapons, the United Nations atomic energy watchdog said last night.

In a mixed report already seized upon by the US as proof that further UN sanctions are needed to increase the pressure on Tehran, the International Atomic Energy Agency said Iran's co-operation on a new work plan to reveal details of its past behaviour had been "reactive rather than proactive".
