New green measures must be added to next year’s Budget if the government is to meet its climate change targets, campaigners warned on Tuesday after dismissing the “wasted opportunity” of the pre-Budget report.

The green lobby regarded the report as sparse on environmental policies but warned that new legislation, expected to receive royal assent this week, would force ministers to rethink their plans.
