Lula fails to shake off stigma of scandal

President Luiz Inácio Lula da Silva on Friday continued a strategy of trying to distance himself from the illegal financing scheme the former treasurer of his Workers' party (PT) set up to pay election campaigns.

Yet in spite of the president's general apology, critics say, his televised address to the nation on Friday did little to clarify how such a large scheme could have taken place without his knowledge or that of anyone else in government.
