Congress: Understanding of Washington’s ways

If you were to interpret Barack Obama on the basis of his senior appointments, good relations with Congress would come across as his highest priority.

James Madison, one of the Founding Fathers, believed the constitution ensured institutional jealousies would trump ideological unity. Even if one party (or “faction”) controlled both branches of government, as the Democratic party now does, the separation of powers would prevail.
