Almost immediately after returning to Washington from a summit in London, Colin Powell, then secretary of state, made a beeline for Capitol Hill.

Mr Powell's target was one of the most senior and powerful Republicans in the House of Representatives: Henry Hyde, chairman of the House's international relations committee.
