The leadership struggle within Italy’s fragmenting centre-right opposition has exploded into the open with the announcement by Silvio Berlusconi, the former prime minister, that he intends to launch a new political party.

Mr Berlusconi’s attempt to reassert his authority follows his failure last week to defeat the government in a key parliamentary vote that would have led to early elections – as he had repeatedly promised his supporters.
