Private sector: Thriving but faced with uncertainities

When Hank Paulson made his first trip to China as US treasury Secretary in September, his intial port of call was not the corridors of power in Beijing or the financial skyscrapers in Shanghai, but the provincial city of Hangzhou.

Best-known for its lake and its tea, Hangzhou has been celebrated by artists and poets down the centuries for its sense of refinement. But Mr Paulson went there for a different reason.
