How bad are the public finances?

Terrible. Government borrowing of £175bn this financial year was utterly unthinkable as recently as a year ago, when the forecast was for £38bn. Of the 12.4 per cent of national income the Treasury expects to borrow, 9.8 per cent of national income or £140bn, is, by its reckoning, persistent and will not disappear when the economy recovers.
