Why is the Treasury going to lend to PFI projects?

The bond market for PFI projects has vanished, and banks are willing to lend much less than they were. “There are fewer lenders, terms are tightening and pricing becoming more expensive. Negotiations are much more protracted than they used to be,” according to Gordon McKechnie, head of PFI/PPP policy at the Treasury.
