State rushes in where Washington fears to tread

From laws that led to catalytic converters being fitted to new cars in the US, to the recent passing of far-reaching climate change legislation, California has never been afraid to make ambitious policy decisions.

But the progressive politics that drive the Golden State, the world’s fifth largest economy, are beginning to take on an increasingly international dimension. This has left some businesses leaders and Washington policy makers uneasy.
