Marshall plan is the wrong analogy for economic development of Africa

Sir, Glenn Hubbard and William Duggan ("Why Africa needs a Marshall plan", June 5) propose a system of aid for Africa akin to the Marshall plan, in particular, one that supports the development of the African business sector. For many African countries, we are afraid that the proposal will not be viable for some time.
